ISV Royalty Overview
The Independent Software Vendor (ISV) Royalty Licensing Program offers independent software vendors (ISVs) a convenient way to license Microsoft® products and integrate them into a software business application. ISVs then replicate the business solution and distribute a fully licensed solution to their end users ("users"). The ISV Royalty Program is not a reseller program, but one that grants ISVs the rights to license Microsoft products as part of a Unified Solution.
An ISV can integrate Microsoft licensed products into its solution by including one or more Microsoft licensed products along with the ISV’s software for its Unified Solution and by distributing through either of the following:
- Copying onto physical media, which is labeled and packaged as the ISV's Unified Solution, or
- Pre-installing, by the ISV, on a computer system for distribution as part of the ISV's Unified Solution.

Direct or Indirect?
One major advantage for Indirect ISVs is there are no revenue requirements in the indirect model, and Avnet handles your royalty reporting into the MOET tool; many ISVs enjoy this program feature.
For What Can’t the ISV Program Be Used
Simply put, it can’t be used for general purpose use. The ISV Program is for ISVs who have a dedicated application that works in conjunction with the Microsoft product that adds primary and significant functionality to the product. See FAQs for more details.
Reporting Guidelines
- The ISV Royalty Reporting is due by the 5th of each month for the previous month's usage.
- Zero usage still needs to be reported to Microsoft.
